Conditions first, targets second. After three years the pattern is clear: transparency decides whether a night is worth setting up at all, seeing only decides the magnification.

Scale I use

Seeing is judged on how steady a bright star looks at high power, from one for boiling to five for rock solid. Transparency is judged by the faintest star I can hold in the zenith without effort. Both are guesses, but consistent ones.
